GR SERVICES FOR NON-EU COUNTRIES

1. Reporting Requirements

  1. Providing reports to the Embassy Office in Brussels according to the agenda set forth in the Action Plan submitted after signature of the contract.
  2. Regular briefings at the Embassy as well as any other briefings and reports mutually agreed upon.
  3. Monthly status report concerning the services to be provided.
  4. Yearly report outlining EU policies and political developments concerning EU economic, development and humanitarian aid as it concerns your  country.
  5. Identification of the persons involved in making decisions that would affect your country's interests within this process and suggesting appropriate strategies and tactics.
  6. Drafting in consultation and coordination with the Embassy in Brussels and the Ministry of International Cooperation and the Ministry of Foreign Trade and Industry, two annual 'White Papers' justifying your country's request for economic, development and humanitarian aid.

2. Supporting Delegations' Visits

  1. Assisting with arrangements to enhance the success of visits to the EU by your country's officials and provide information and timing in coordination with the Embassy.
  2. Providing advice on the coordination of EU officials and Members of the European Parliament visits to your country to assure maximum advantage to your country in accomplishing its objectives.

3. Lobbying Activities

  1. Providing assistance and advice as requested by the Embassy in the task of securing and further enhancing the interests of your country in the economic, development and humanitarian fields.
  2. Continuous liaison with the various EU institutions, particularly the European Commission and the European Parliament, to protect your country's interests and assistance levels, to facilitate and improve the terms of the aid package.
  3. Identification as early as possible of any weaknesses and/or problem areas in your country's image within the European Commission or the European Parliament and advice on ways to deal with such areas of concern.
  4. Advice for the maintenance and further enhancement of relations between your country and the Members of the European Parliament/Assistants to Members with jurisdiction over your country's aid package and other issues of relevance to your country's interests.
  5. Assistance to complement the Embassy's efforts and contacts with all levels of the EU political and decision-making system.
  6. Assistance with different EU agencies, directorates general and specialized bodies dispensing aid, assistance and providers of credits e.g. European Investment Bank (EIB), European Bank for Recontsruction and Development (EBRD).
  7. General level strategic advice relative to your country's image among EU decision-makers. Contact activities, advocacy and implementation of tactical approaches will aim to broaden the base of support for your country in the EU with particular focus on decision-makers within the European Commission and the European Parliament.
  8. Providing startegic advice to the Embassy Press Office on best to insure the most effective and wider dissemination, at Brussels level of information for safeguarding your country's interests and the promotion of your country's relationship with the EU.

Other Activities

  1. Providing general ideas and broad strategies as directed, in order to maximize the benefits received from the EU assistance and the expansion of your country's trade with the EU.
  2. Working within the EU business community's Brussels offices to improve your country's image as a favourable climate for EU investment and trade, including assistance in alleviating problems hindering your country's exports.
  3. Utilizing existing corporate relationships and information in the public domain, and assisting the Embassy in ientifying goods and services that fulfil critical needs in your country.
  4. Providing general non-technical, political advice relative to commercial export licence for EU products that your country wishes to import and in dealing with EU tariffs and non-tariff barriers facing your country's exports.
  5. Providing general high-level strategic advice on means to address problems hindering your country's exports and enabling your country from regional or sub-regional trade arrangements?
  6. Providing expert missions, workshops, seminars or visits on the subject of lobbying and government relations with the aim to increase knowledge of lobbying principles, strategies, methods and tools and build capacity in this important area both in the public and privates sectors.
