AN EU POLITICAL UNION PROPOSAL ?

As expressed by Ms. Vivian Reding, Vice President of the European Commission and Commissioner for Justice, Fundamental Rights and Citizenship, the proposal would be as follows:

1. Prior to the European elections in 2014, European leaders would agree that the next Commission President, once elected by the European Parliament would also become the President of the European Council, to ensure a stronger European political leadership.

2. The new President would convene a convention to elaborate a Treaty on European Political Union (EPU).

3. The European Parliament would become a true European legislature with the right to initiate legislation and the exclusive right of electing the Commission.

4. The Commission President would receive the right to dissolve the European Parliament if needed.

5. The EPU treaty would be subject to ratification in all Member States by way of referenda.

6. Citizens would be provided two alternatives either to accept the new treaty or reject it and then remain in close form of association, notably by continuing to participate in the single market.

6. The treaty would enter into force once two thirds of the Member States have ratified it.
